COVID-19 continues its spread in our community as does our collective frustration, especially recently as we approached the start of the school year and parents are again facing the impacts of distance learning on their kids and their work schedules. This is such a tough situation for all of us in so many ways. Napa County remains on the monitoring list due to being above the CDPH threshold of having a case rate greater than 100 cases per 100,000 population. We remain well above it- it’s currently at 176.1. To get off the monitoring list, we would need to decrease our cases from where

March 17, 2020 Board of Supervisors Meeting Highlights

Today’s regular meeting of the Board of Supervisors was held in the Board Chambers. Seating was limited to separate chairs by at least 6 feet. And video conferencing was set up along with conference phones to facilitate public participation in absentia. We did handle some regular business today, but for this Board Report I will forgo mentioning these things (click here to view today’s full agenda) and focus on the COVID-19 Emergency. (6W) Appointments Congratulations to those appointed to serve on the Napa County Mental Health Board: Re-appointment of Kathleen Chance, Zachariah Geyer, and Beth Nelson Appointment of Robert Palmer and Francis “Frank” Dolan (9B) Small Winery & Use Permit Streamlining Ordinance Had the first reading of an ordinance to streamline the use permit process for small wineries, modifications to existing use permits, and development within the Airport Business Park. November 19, 2019 Board of Supervisors Meeting Highlights

(6H) Patrick Road Bridge Repair The Patrick Road Bridge sustained damage in the 2014 Napa Earthquake and as a result funding was requested from FEMA in order to make repairs. Initially, FEMA only obligated $14,270 in funding, which the County felt was insufficient. After two appeals and a couple trips I took to DC to lobby our case, the County was successful in obtaining a more appropriate level of funding from FEMA in order to restore the bridge to its pre-disaster load-carrying capacity. (6J/K/L) Upcoming Projects The Board took action on the following projects: Awarded a construction contract to Pacific Parks Landscaping for the Napa River Oakville Crossroad to Oak Knoll Restoration Project. The project will address sites in Group B shown on this map and will help reduce sediment loads into the river and provide biological complexity throughout the river channel. Approved plans and specifications and authorized the Director of Public Works to advertise for sealed bids the Manley Lane Culvert Repair Project, which was damaged as a result of the 2014 earthquake. (6G/6H) UPCOMING PROJECTS The following projects were approved this week: A contract for the 2014 Napa Earthquake Structure repairs was awarded to Ashron Construction to address structural damage to bridges and culverts caused by the August 2014 Napa earthquake. Repairs will be conducted at Old Sonoma Road MPM 2.27, Silverado Trail MPM 1.47, and Silverado Trail MPM 10.64. The Devlin Road Segment F portion of the Devlin Rd. (61) UPCOMING PROJECT- Double Chip Seal & Microsurfacing This week, a construction contract was awarded to Pavement Coatings Co., for the Zinfandel Subdivision Double Chip Seal & Microsurfacing Project. This project will install two layers of asphalt and a finish layer of microsurfacing on Stice Lane, Walnut Avenue, Zygmunt Drive, Bello Avenue, Vineland Avenue, Garden Avenue, Mountain Avenue, and Victoria Lane. (6Q) PROJECT – More River Restoration This week, plans and specifications were approved for the Oakville to Oak Knoll Group B Revegtation project, which is a part of the larger Napa River Restoration effort. This effort continues restoration activities on the Napa River to reduce sediment loads into the river and to support biological complexity throughout the river channel.
